WHEN IT COMES TO FREE SPEECH, IT’S NOT GOOD ENOUGH TO TALK THE TALK. You must walk the walk: UC Davis jumped from #252 to #24 while Texas State fell to #259. Apparently having a free-speech policy is not quite the same thing as having a free-speech culture.
